#1 – Answer: Alabama, Arkansas, Indiana, Ohio, Oklahoma and Tennessee. This was the result of the new legislation in 2005 (BAPCPA surge in case filing. The only other instances of filing exceeded births in a state were Tennessee (2002 & 2003) and Nevada (2009 and 2010).
